Microsoft deepens Mistral AI partnership with infrastructure investment

Microsoft announced Tuesday it will commit billions of dollars to support French AI startup Mistral AI's data center expansion across Europe, while integrating the company's language models more deeply into its Azure cloud platform and enterprise tools.

The agreement positions Microsoft to use capacity from Mistral's European data centers to serve its own cloud and AI customers. Mistral is building out that infrastructure with thousands of NVIDIA Vera Rubin GPUs designed to handle AI model training, inference workloads, and large-scale deployments. Microsoft did not disclose the precise financial commitment.

Two Mistral models—Medium 3.5 and OCR 4—are now available through Microsoft Foundry, the company's application development platform. Mistral Medium 3.5 has also been added to Microsoft Copilot Studio. Both models can run across cloud environments and on Azure Local, Microsoft's offering that lets customers operate AI workloads in their own data centers, including in fully air-gapped configurations with no internet connectivity.

The deal addresses a critical concern for enterprises in regulated sectors: data sovereignty and control over where AI processing occurs. By combining Microsoft's global reach with Mistral's European infrastructure, the partnership gives financial services firms, healthcare providers, and manufacturers options to keep sensitive data within specific geographic boundaries while still accessing frontier AI capabilities. This approach could become a template for how hyperscalers navigate increasingly complex regulatory requirements around AI deployment.

Targeting regulated industries

Microsoft Vice Chair and President Brad Smith and Mistral Co-founder and CEO Arthur Mensch told Reuters the partnership aims to give enterprises in regulated industries greater control over AI deployment locations and methods.

"By putting Mistral's models on Azure Local and on Mistral's computational capacity, we can combine American and European technology and do it in a way that provides continuous and assured access," Smith said.

Mensch noted that two-thirds of Mistral's current customer base already works with Microsoft, according to the Wall Street Journal. He said Microsoft's distribution channels would help Mistral expand its presence with European businesses and internationally.

The companies plan joint go-to-market initiatives across Europe and globally, focusing on financial services, manufacturing, healthcare, and other heavily regulated sectors. They will fund proof-of-concept projects, provide Azure credits, and conduct workshops to accelerate customer adoption.

Part of broader European commitments

Microsoft positioned the agreement as part of its European Digital Commitments, a series of pledges the company made in 2025 to expand data center capacity throughout the European Union. The company said the deal aligns with its infrastructure strategy of combining owned facilities with leased and third-party capacity.

Smith confirmed to Reuters that Tuesday's announcement includes no new equity investment in Mistral. Mensch declined to address a Bloomberg News report that the startup is seeking to raise approximately €3 billion at a €20 billion valuation.
