The Trump administration is proposing a fundamental restructuring of how America funds scientific research, a shift that could diminish the role universities have played since World War II in producing breakthrough discoveries.

The document suggests creating a new government entity to handle basic research and proposes that universities could instead serve "as revitalized hubs of testing and evaluation for private industry."
The current model under scrutiny
Since the 1950s, American universities have conducted open-ended basic research funded by federal taxpayers. This model—rooted in a 1945 report by former MIT professor Vannevar Bush—has produced innovations ranging from COVID-19 vaccines to GPS, smartphones, and the internet. Universities remain among the few places globally where exploratory work without immediate commercial applications receives sustained funding.
Kratsios, who previously worked for venture capitalist Peter Thiel and describes himself as the administration's "technology minister," contends that domestic scientific advancement has slowed over three decades due to federal and university bureaucracies. He believes increased investment in artificial intelligence and projects with higher returns would better serve national interests.
The administration has already announced over $5 billion in federal commitments for Genesis Mission, described as "a national effort to harness AI for science."
University leaders push back
L. Rafael Reif, who recently completed a decade as MIT president, disputes the premise that overhead costs justify redirecting funds away from universities. "There is no way to give the money to a researcher and not spend money on electricity or equipment," Reif said. "There is no such thing."
Reif noted that universities played essential roles in projects Kratsios himself cites as models, including the Apollo mission. MIT designed the navigational system used by both the command and lunar modules that reached the moon.
Robert Brown, former president of Boston University, questioned whether AI could replicate the exploratory nature of university research. "Creativity, imagination are not the same as asking Claude to answer a question," Brown said. Scientific breakthroughs often emerge from researchers pursuing unrelated questions driven by curiosity.

The proposed changes represent more than budget reallocation—they challenge the institutional framework that has maintained U.S. technological leadership for 75 years. Basic research conducted without immediate commercial pressure has historically enabled entire new industries to emerge. Private companies like SpaceX, which Kratsios praises, build on decades of government-sponsored university research. Reducing university funding now could weaken America's competitive position precisely as China expands its own research infrastructure. John Holdren, science adviser under President Obama, warned the approach shows "no respect for facts, no respect for science, no respect for independent opinion."
Reif cautioned that Americans have grown complacent about U.S. dominance in innovation. "All of a sudden, the new innovations, the new kinds of iPhones, the new kinds of telecommunication systems, the new vaccines, and the new therapy drugs will come from China," he said. "We're going to realize, boy, we blew it big time."
The White House Office of Science and Technology Policy did not respond to questions about how universities would fit into the reimagined research strategy.
