New York City Bans Student-Facing AI, Limits Screen Time
The nation's largest school district imposes a one-year moratorium on generative AI for K-8 students and sets strict age-based screen time caps.
New York City Public Schools announced this week a comprehensive one-year ban on student-facing generative AI for students through eighth grade, affecting nearly 600,000 students—roughly two-thirds of the district's enrollment. The policy prohibits all software that allows students to directly interface with generative AI, including companion chatbots across all grade levels.
Mayor Zohran Mamdani framed the decision as a rejection of industry pressure. "The tech industry wants us to believe that AI-powered early education is not only inevitable, but necessary," he said during a press conference. "We do not see it that way."
The district simultaneously introduced age-based screen time guidance: students in second grade and below will have no one-to-one screen time, third through fifth graders face a recommended 30-minute daily cap, and sixth through eighth graders a 45-minute limit. Exceptions apply for assistive technology and students with individualized education plans, disabilities, or English language learners.
High school students will have limited access to AI pilots and receive twice-yearly AI literacy classes covering bias, risks, ethical considerations, and career impacts. Teachers can continue using AI for instructional planning and operational tasks, but not for grading, behavior monitoring, or student placement decisions.

What vendors must demonstrate
Culatta outlined what companies will need to show: stronger teacher controls, age-appropriate guardrails, rigorous privacy and safety practices, and evidence that students remain the primary thinkers. Simply wrapping a general-purpose chatbot in a child-friendly interface will likely fall short of district expectations.
Purpose-built products that help students reason through math problems, receive writing feedback, practice languages, or access individualized materials could still gain traction when they support rather than replace teacher-led instruction.
"The larger shift is from asking, 'How much AI should we put into schools?' to 'How could AI genuinely make learning more effective?'" Culatta said. "That's a much better question for educators, students, and ultimately, the ed-tech market."
