Local governments worldwide are quietly integrating artificial intelligence into everyday operations—from answering resident questions to optimizing traffic signals—but many lack the governance frameworks needed to ensure these systems serve the public interest responsibly.

A new study from Queensland University of Technology examines how municipalities are deploying AI and identifies critical gaps between adoption and accountability. The research, first reported by The Conversation, surveyed communities across five countries and interviewed local government practitioners to assess both implementation patterns and public expectations.

Current applications span service delivery and operations

Municipalities are already using AI across several domains. The City of Amarillo, Texas, handles approximately 16,000 resident inquiries monthly through a virtual assistant, helping the city avoid a $1.8 million call center expansion. In the United Kingdom, two councils use a chatbot called ELLIS that responds to questions across more than 1,000 local government topics.

Infrastructure management represents another significant application area. Boston deployed an AI system that optimizes traffic signals, reducing average delays by 13.5% and unnecessary stops by 20% at some intersections. Helsingborg, Sweden equipped waste collection vehicles with AI image recognition to detect potholes during regular routes.

Environmental monitoring is expanding rapidly. Brimbank City Council in Australia uses computer vision on waste trucks to identify damaged roadside assets. Chongqing, China employs an AI system to monitor vegetation, identify pest infestations, and automatically generate maintenance work orders.

Why it matters

As local governments face budget constraints, aging infrastructure, and rising community expectations, AI offers operational efficiency gains. But without proper governance, these systems risk producing unfair outcomes, eroding public trust, or making decisions that lack transparency. Unlike private sector AI deployment, municipal use directly affects residents who have no choice but to interact with their local government.

Six priorities for responsible implementation

The research identifies specific governance priorities that local governments should address:

Clear accountability: Governments must define where AI can be used, who remains accountable for its decisions, and when human oversight is required.

Organizational capability: Elected officials, executives, and staff need thorough understanding of AI capabilities and limitations.

Data and technical safeguards: Strong data governance, privacy protection, and built-in safeguards ensure systems remain secure and minimize bias.

Transparency and human review: Residents need to know when AI influences decisions affecting them and how to request human review.

Community participation: Meaningful opportunities for communities to shape how AI is used in services that affect their lives.

Workforce preparation: Investment in employee skills so AI augments rather than replaces human expertise.

Public trust determines acceptance

The study found that across Australia, the United States, Spain, Hong Kong, and Saudi Arabia, public trust consistently shaped how people perceived risks associated with local government AI use. One London council demonstrated responsible implementation by using AI to reduce social worker case note writing time by up to 60% while maintaining privacy safeguards, consent requirements, and human review.

The City of Stirling in Australia introduced an AI-supported engagement platform that helps residents ask questions and participate in consultations, making AI visible and useful in direct interactions. A UK town planning body piloted a system for summarizing public submissions that accelerated response times, building confidence through demonstrated benefits.

The researchers conclude that responsible AI governance is not merely a technical challenge but essential for ensuring ethical, transparent use that reflects community values. As municipalities continue adopting these technologies, the gap between implementation and governance frameworks represents a critical risk to public trust.
