"I still need to check its accuracy, decide whether it supports the learning objective, and make sure it provides the right level of challenge for my students," Casey explained. "AI can support teacher expertise, but it cannot replace it."
Amy McBride, who teaches at Pepin Academies in Florida, highlighted a resource mismatch. "Handing a school an AI tool doesn't mean teachers suddenly have the time, training or support to use it well," she said. McBride warned the students needing the most help also require the most adult guidance to use AI effectively.
Market failure versus absorption capacity
Bill Gates framed the investment as addressing market failure, arguing that without philanthropic intervention, AI tools would be built for institutions that can pay rather than those who could benefit most. A foundation spokesperson said the approach includes testing tools in schools serving high shares of low-income students, pairing deployment with teacher training, and requiring independent evaluation before scaling.
But Dora Palfi, CEO of edtech platform Imagi, questioned whether lower-resourced schools can actually absorb the funding. "The schools this money is meant to reach are some of the least able to absorb it for its desired purpose," she said. "They often tell me they have to fix literacy and numeracy first."
History teacher Salena Davis raised concerns about measurement, suggesting improved outcomes may be short-term rather than demonstrating genuine mastery. She noted students without strong foundational knowledge are poorly positioned to recognize when AI provides inaccurate or incomplete information.

The Gates commitment comes against a backdrop of declining confidence in classroom technology. Neuroscientist Jared Cooney Horvath testified to the U.S. Senate Commerce Committee earlier this year that since the U.S. spent $30 billion replacing textbooks with laptops, Gen Z has shown diminished cognitive capability compared to previous generations. Test scores have dropped among some students during the same period computer assessments became widespread.
The foundation spokesperson said pilots will be evaluated by outside researchers, including a Johns Hopkins study, and success will be measured by whether students who have fallen behind actually catch up rather than by overall score increases.
