AI Speeds Software Development but Widens Accessibility Gap
New research shows 99% of AI users report faster development cycles, yet only 30% see improvements in quality assurance and testing for accessibility.

AI acceleration outpaces accessibility validation
Organizations adopting artificial intelligence to speed software development are creating digital experiences faster than they can verify those products work for people with disabilities, according to new research from Level Access.
The company's Eighth Annual State of Digital Accessibility Report, based on a survey of 2,530 professionals across the United States, United Kingdom, and Europe, found that among respondents using AI, 99% report it has accelerated at least one stage of the software development life cycle. Design saw the biggest gains at 61%, followed by planning at 58% and development at 51%. Only 30% reported acceleration in quality assurance and testing.
That imbalance suggests organizations treating accessibility as a final checkpoint may struggle to keep pace with AI-enabled workflows, according to the report produced in partnership with the Global Initiative for Inclusive ICTs and the International Association of Accessibility Professionals.
Why it matters
The gap between development speed and testing rigor has measurable consequences. WebAIM's 2026 analysis of the top one million home pages found Web Content Accessibility Guidelines failures on 95.9% of sites, up from 94.8% in 2025—ending six consecutive years of improvement. As AI systems train on this flawed web, they risk perpetuating the same barriers at scale. For enterprises, that translates to compliance exposure and lost access to a market segment controlling an estimated $18 trillion in spending power.
Adoption remains fragmented
While 80% of professionals report using AI for digital accessibility work, adoption of specific use cases stays narrow. The most common application—developers finding and fixing issues within integrated development environments—was cited by just 31% of respondents. Identifying requirements during planning reached 28%.
Eighty-nine percent of respondents said human oversight must remain closely involved as AI use grows, rising to 97% among organizations with the most mature accessibility programs.
"The true measure of accessibility is the experience of people with disabilities, not the output of a tool," said Jon Avila, Chief Accessibility Officer at Level Access, in a statement.
Maturity determines outcomes
Organizations with established governance, training, and shared ownership structures were nearly six times as likely to report that AI helps them prioritize the right issues compared to organizations lacking those markers. They were also nearly three times as likely to say AI enables proactive work.
Among respondents tracking legal or regulatory metrics, those at mature organizations were roughly three times as likely to report reduced legal action over the preceding 12 months (65% versus 20%) and four times as likely to report reduced regulatory contact (68% versus 17%).
Procurement tightens requirements
Eighty-three percent of organizations now require documented proof of accessibility before purchasing digital products, up from 75% in 2025. Forty-two percent require it for every purchase.
One respondent described their approach: "We ask vendors to demonstrate how their outputs perform against WCAG 2.2 success criteria and whether their systems can produce appropriately tagged, structured content by default."
The research also found that 35% of organizations now address accessibility during planning, compared to 28% in 2025. However, the report attributes most of that shift to AI compressing early development stages rather than deliberate process changes.
