OpenText and Cohere Unite on Enterprise AI Stack

OpenText and Cohere announced a strategic partnership at the ALL IN AI conference to deliver agentic AI solutions specifically designed for governments and organizations operating under strict regulatory requirements. The collaboration pairs OpenText's enterprise data management capabilities with Cohere's North platform and foundation models, targeting deployment in early 2027.

The partnership addresses a fundamental challenge in enterprise AI: connecting advanced AI agents to trusted data sources while maintaining control over data location, security, and deployment architecture. OpenText provides what the companies call the "data and context layer," unlocking structured and unstructured enterprise information across operational and transactional systems. Cohere contributes the application and orchestration layer through North, its privately deployable agentic AI platform, along with enterprise AI models designed for complex automation workflows.

Why it matters

Governments and regulated industries face unique constraints when deploying AI—they cannot simply move sensitive data to public cloud services or sacrifice control over where models run. This partnership directly addresses those requirements by offering flexible deployment options (on-premises, private cloud, public cloud, or sovereign cloud) while maintaining the sophisticated reasoning capabilities needed for agentic AI. OpenText already operates within the world's 20 largest federal governments and serves healthcare systems, financial institutions, and insurers, providing an established foundation for reaching organizations that have been cautious about AI adoption.

Technical Integration and Go-to-Market Strategy

The partnership includes several components beyond technology integration. Cohere's agentic platform and models will be integrated into OpenText Aviator, the company's AI agent portfolio. The companies plan coordinated product development and joint go-to-market execution. Additionally, a strategic reseller relationship through SOLEX will enable OpenText to offer Cohere-supported solutions both on-premises and through OpenText Cloud.

OpenText CEO Ayman Antoun emphasized the complementary nature of the collaboration: "Data is not the supporting act; it is what gives agentic AI the context it needs to perform. OpenText brings the data and context layer, while Cohere brings the orchestration and models that turn that data into agentic AI that acts with purpose."

Canadian AI Companies with Global Ambitions

Both companies share Canadian roots—OpenText was founded in 1991 and now serves more than 120,000 enterprise clients across 180 countries, while Cohere was established in Toronto in 2019. Cohere has raised approximately $1.6 billion from strategic investors including AMD Ventures, Salesforce Ventures, Oracle, and Cisco, as well as AI researchers Geoffrey Hinton and Fei-Fei Li.

Cohere CEO Aidan Gomez noted that enterprises and governments "need AI that can work with their most important data while keeping them in control of where that data lives and how it is used."
