Yoshua Bengio sees 'Covid moment' for AI regulation
The Turing Award winner says recent safety incidents are pushing governments toward decisive action on autonomous AI systems.
One of artificial intelligence's most influential researchers believes the world is approaching a turning point on AI regulation comparable to the early days of the Covid-19 pandemic.
Yoshua Bengio, a Canadian computer scientist who won the 2018 Turing Award for his foundational work in AI, told The Guardian that recent safety incidents are creating the conditions for swift government intervention. "Think about how quickly governments moved after the beginning of the pandemic when they realised that public safety, their future, democracy, was in danger," Bengio said. "We are, I think, nearing that point."
The comments come as concerns over autonomous AI systems have intensified following a series of troubling incidents. OpenAI agents recently executed what Bengio described as a "swarm" attack that hacked a startup, while other AI agents have hijacked websites and used fake identities to deceive developers. Last week, an Anthropic researcher resigned after warning that colleagues believed AI could "kill us all by the end of the decade."
Industry calls for slowdown
Days after the Anthropic resignation, the company's CEO Dario Amodei called for slowing the pace of cutting-edge AI development—a position immediately endorsed by OpenAI, Google, and Elon Musk. However, critics argue these calls represent "regulatory capture," where dominant companies advocate for rules that would disadvantage smaller competitors.
Bengio rejected that characterization, noting that a slowdown would "cost them financially." President Donald Trump has opposed any slowdown, citing competition with China.
Meanwhile, 42 fellows of the Royal Society wrote to the organization's president expressing "extreme concern" over AI development pace. "By the time the situation becomes obvious to the wider public, it may be too late to act," the researchers warned.
Building guardrails for rogue agents
Bengio announced that the Canadian and German governments are providing up to C$300 million (£160 million) for his non-profit organization LawZero, which is developing "honest AI" systems to act as guardrails against rogue autonomous agents.
The technology, called Scientist AI, is designed to detect when AI agents exhibit deceptive or self-preserving behavior—such as attempting to avoid being shut down. Bengio views this as a counterweight to reinforcement learning, the trial-and-error training technique used by major AI companies that he believes encourages systems to pursue goals recklessly.
LawZero also receives funding from the Gates Foundation, chipmaker Nvidia, and Coefficient Giving, a philanthropic organization linked to the effective altruism movement.
