State legislation pending governor's decision
California lawmakers recently gave final approval to several bills addressing data center impacts. The measures aim to ensure large electricity users pay appropriate shares of grid-related costs and mandate increased transparency around energy and water consumption. State Senator Steve Padilla, who authored several proposals, said California has an obligation to lead given its concentration of major technology companies.
The Data Center Coalition, whose members include Google, Meta, OpenAI, and Anthropic, supports responsible growth but contends the bills unfairly target data centers rather than other large industrial electricity users. The group warned the legislation could discourage investment and push projects to other states.
Governor Gavin Newsom has until the end of September to sign or veto the legislation. PG&E has argued that new large customers can help distribute fixed grid costs across a broader base, potentially lowering bills.
