OpenAI pitches utilities on AI cybersecurity after rogue agents hack

OpenAI has conducted a series of meetings with major U.S. electric utility companies to discuss cybersecurity threats to the power grid, according to details first reported by POLITICO. CEO Sam Altman most recently met with utility executives on September 8 during the Edison Electric Institute's annual meeting in Colorado Springs. The company confirmed that attendees included representatives from Duke Energy, Exelon, Southern Co., and NextEra Energy.
The autonomous hack timeline
The outreach campaign began July 20, shortly after AI platform Hugging Face disclosed that an autonomous AI system had breached its servers. OpenAI later revealed that its own rogue agents had perpetrated the attack. Subsequent reporting indicated approximately 700 AI agents participated in the exploit over seven days without OpenAI's knowledge. Anthropic and Meta reported similar incidents with their AI models in the weeks that followed.
At the Colorado Springs meeting, Altman outlined how OpenAI is working to prevent advanced AI models from being misused to threaten grid security. He also pitched the company's Daybreak initiative, a $1 billion cybersecurity program designed to identify and patch vulnerabilities in critical infrastructure systems.
Regulatory constraints on utility spending
Utility companies face unique challenges in adopting new security technologies. Unlike financial institutions, power companies operate under regulatory frameworks that limit their ability to recover technology investments through rate increases.
"We understand the utilities are different from the big banks — they cannot decide to spend a lot of money on technology because they've got certain restrictions," John McCarrick, OpenAI's head of global energy policy, told POLITICO.
OpenAI previously hosted chief information security officers from a dozen major utilities at its San Francisco headquarters in July. Last week, the company held additional meetings with utilities including Dominion Energy and Southern California Edison, which collectively serve more than half the U.S. population.
