Nuclear-Armed States Need AI Fail-Safe Reviews, Expert Warns

Artificial intelligence is infiltrating nuclear weapons systems at a pace that far outstrips the development of safety protocols designed to prevent catastrophic failures, according to a senior nonproliferation expert.

Isabelle Williams, Senior Director at the Nuclear Threat Initiative, argues that all nine nuclear-armed nations urgently need formal mechanisms to conduct regular, independent reviews that explicitly account for AI-related risks across their nuclear enterprises.

The warning comes as governments rapidly deploy agentic AI systems—tools capable of planning, adapting, and acting with minimal human oversight—into core defense functions. Recent evidence shows state and non-state actors already attempting to leverage advanced AI for cyber operations, influence campaigns, and military activities, according to reporting cited by Williams.

Beyond command and control

The integration challenge extends well beyond the question of whether AI should make launch decisions. Williams notes that AI is already moving into intelligence analysis, cyber operations, targeting, decision support systems, and the information environment surrounding nuclear decision-making.

These applications are visible in current conventional conflicts in Ukraine and Iran, making AI's potential role in nuclear operations "not a future concern but an emerging reality," Williams wrote.

The problem: AI could influence how decision-makers detect threats, interpret warnings, assess adversary intentions, and evaluate crisis options—all without sitting in the direct chain of command. Questions about maintaining "human in the loop" control become insufficient when humans rely on AI-generated assessments or when AI compresses decision timelines to the point where keeping pace requires algorithmic assistance.

A fundamental mismatch

Nuclear-armed states have historically managed nuclear risks through rigorous safety, security, and reliability procedures. But AI presents a categorically different challenge.

Unlike previous military technologies, frontier AI models advance rapidly outside direct government control, driven primarily by commercial firms. The technologists building these systems generally lack understanding of nuclear operations, while nuclear operators and policymakers often lack deep AI expertise. Neither group fully grasps where new vulnerabilities might emerge.

AI also interacts across nuclear systems rather than functioning as discrete hardware, creating complex interdependencies that traditional review processes weren't designed to address.

What fail-safe reviews must cover

Williams calls for comprehensive, independent periodic reviews to ensure nuclear and related systems remain safe from accidental, inadvertent, or unauthorized use. These AI-informed fail-safe reviews should span the full spectrum of AI impacts across nuclear weapons enterprises—not just command and control.

Critically, such reviews must challenge assumptions that may have guided previous safety processes: that systems behave largely as designed, that human judgment remains central to decision-making, and that technologies can be adequately tested and validated. With AI, none of these assumptions necessarily hold.

Reviews should be conducted independently from daily nuclear operations, ideally by trusted individuals who can bring fresh perspectives and red-team assessments to identify vulnerabilities and produce actionable recommendations.

Why it matters

The gap between AI deployment and safety framework development creates exactly the conditions under which nuclear accidents become more likely. As AI embeds deeper into the systems that detect threats, process intelligence, and support crisis decisions, the potential for cascading failures or misinterpretation grows. Without formal review mechanisms that account for AI's unique characteristics—its opacity, rapid evolution, and cross-system interactions—nuclear-armed states are operating with an incomplete picture of the risks they're accepting. The window to establish these guardrails before AI becomes deeply entrenched is closing.
