Missouri communities demand transparency on AI data centers
Billions in proposed investments spark local resistance over energy use, water consumption, and undisclosed operators.
Missouri is positioning itself to capture billions in AI data center investments, but communities across the state are increasingly skeptical about who benefits from these massive facilities and what costs they'll bear.
The tension reflects a fundamental shift in how local governments evaluate technology infrastructure projects. Rather than simply competing for investment dollars, cities and counties are now asking harder questions about energy consumption, water use, permanent job creation, and the identity of the companies behind proposed developments.
St. Charles effectively banned large-scale data centers after a proposed facility generated fierce opposition, partly because city staff signed nondisclosure agreements and the project's end user wasn't publicly disclosed. Documents later obtained by St. Louis Public Radio connected the project to Google. St. Charles County adopted a six-month moratorium on new data center developments to study their impacts.
St. Louis is taking a different path. Mayor Cara Spencer said the city wants to be "open for business, but business on our terms." On August 28, the Board of Aldermen advanced regulations governing where data centers can operate and setting requirements for energy use, noise, and light pollution. Still, opponents have sued to block a proposed $3 billion data center near the Armory.
The infrastructure challenge
The scale of these projects explains the anxiety. Meta's Kansas City data center represents over $1 billion in investment and employed roughly 1,500 workers during peak construction—but supports just over 100 permanent jobs. A recently announced $1.4 billion facility in Liberty is expected to create at least 30 permanent positions.
Energy demands are particularly acute. Google's planned $15 billion investment in New Florence comes with massive power requirements. The company has committed to supporting more than 1 gigawatt of new generation capacity in Missouri, including over 500 megawatts through an agreement with Ameren.
Some facilities also consume significant water for cooling systems, adding another infrastructure burden for host communities.
A new evaluation framework
The bipartisan Missouri House Future Caucus released the AI Infrastructure Community Evaluation Framework (AICEF) in August, designed to help local governments assess proposed projects. The framework requires developers to disclose ownership, affiliates, and key parties involved.
But disclosure requirements address only part of the concern. Communities are also raising questions about cybersecurity, data privacy, facility operations, and how the enormous computing capacity will ultimately be used.
Why it matters
The debate in Missouri reflects a broader reckoning over AI infrastructure nationwide. As data centers become critical to the AI economy, communities are rejecting the premise that any large investment automatically benefits local residents. The real test will come with the next major proposal: whether developers provide meaningful transparency, who absorbs infrastructure costs, and whether the protections now being discussed are actually enforced. Missouri's experience may preview how other states balance economic development ambitions against community concerns about AI infrastructure.
