Microsoft funds new solar capacity to power AI data centers
The tech giant's expanded Qcells partnership aims to add compute infrastructure without raising utility rates for surrounding communities.
Microsoft is deepening its partnership with solar panel manufacturer Qcells to fund the power infrastructure needed for its expanding AI data center operations, according to details first reported by ESG Dive.
Under the expanded agreement announced August 19, Microsoft will directly fund the power required for new data center facilities. Qcells will then develop and construct new generation capacity to deliver electricity either to Microsoft directly or to utilities serving communities where the data centers are located.
The arrangement represents Microsoft's effort to fulfill its commitment to the White House's Ratepayer Protection Pledge, which requires signatories to build, bring, or buy new power supply for energy demands created by data center expansion. The company's latest sustainability report showed data center growth contributed to a 25% increase in its 2025 emissions.
Building on an existing relationship
Microsoft and the South Korea-based Qcells first partnered in 2023, when Qcells agreed to supply 2.5 gigawatts of solar panels. That agreement expanded significantly in 2024 to include 12 GW of solar modules plus engineering, procurement, and construction services over eight years.
The companies are now exploring virtual power plant technology that would aggregate thousands of residential and commercial batteries to reduce peak energy demand and lower consumer energy bills. Qcells said it would prioritize participation from income-qualified households to ensure economic benefits reach the communities hosting the infrastructure.
Why it matters
Data center expansion has triggered growing local opposition across the United States as communities grapple with the infrastructure's substantial energy and water requirements. Project cancellations jumped from six in 2024 to 25 in 2025, while over 500 organizations have called for a national data center moratorium. New York became the first state to pause hyperscale data center development for a year in July to assess environmental impacts. Microsoft's model of funding new generation capacity rather than drawing from existing grid resources offers a potential template for addressing community concerns while enabling AI infrastructure growth.
Regulatory scrutiny continues
Despite the new partnership structure, Microsoft filed concerns with the Federal Energy Regulatory Commission on August 22 regarding its Wisconsin data center expansion. The company argued that current agreements contain "significant deficiencies" and fail to adequately protect utility customers from infrastructure costs.
Qcells CEO Andy Park framed the partnership as an opportunity to "build the energy capacity needed for AI while creating lasting value for the communities that share the grid." The approach aims to add compute capacity without increasing utility costs for surrounding areas.
Microsoft has outlined a "community-first" approach to AI infrastructure that includes paying premiums to prevent rate increases for utility customers, minimizing and replenishing water consumption beyond what it uses, focusing on local job creation, and investing in local AI training programs.
Political pushback against data center expansion has become increasingly bipartisan. Texas Governor Gregg Abbott paused data center construction in the state and called for an audit of projects in the Electric Reliability Council of Texas interconnection queue.
