Gujarat and Automation Anywhere formalize AI skills partnership

The Government of Gujarat and Automation Anywhere have signed a Memorandum of Understanding to expand artificial intelligence training and capabilities across the Indian state. The agreement, announced in Gandhinagar, establishes a framework for collaboration between government agencies, academic institutions, startups, and industry partners.

The partnership will deliver training programs, workshops, bootcamps, and certification-oriented learning aimed at students, public servants, entrepreneurs, and working professionals. According to the announcement, the initiative operates under the leadership of Shri Arjunbhai Modhwadia, Minister of Science and Technology for Gujarat, and aligns with the broader vision of Chief Minister Shri Bhupendrabhai Patel and Deputy Chief Minister Shri Harshbhai Sanghvi.

Why it matters

As governments worldwide grapple with how to prepare workforces for AI-driven economies, Gujarat's structured approach demonstrates how regional governments can coordinate across sectors to build practical capabilities. The emphasis on AI sovereignty — developing local capacity to govern how AI operates across data and systems — reflects growing concern about maintaining institutional control as automation scales. For technology vendors, these state-level partnerships represent a pathway to market while addressing skills gaps that could otherwise slow enterprise adoption.

Broader context in India

Automation Anywhere has established multiple skills-focused partnerships across India. The company works with NxtWave to provide enterprise AI and automation training to more than 100,000 students. It also supports AI Kiran, an initiative targeting one million people for AI career preparation by 2030, with particular focus on women and youth.

"Many organizations are beyond experimenting with AI and are now focused on using it to create real value," said Mihir Shukla, CEO and Co-founder of Automation Anywhere. "In Gujarat, we have a government that understands the answer isn't technology alone — it requires people who know how to use AI, leaders who know how to govern it, and institutions ready to bring all of it together."

Shri Arjunbhai Modhwadia emphasized the state's commitment to maintaining its position in innovation. "This partnership reflects our commitment to investing in people and creating new opportunities for students, professionals, startups and public servants," he stated. "Together, we are building the capabilities that will support better public services, continued economic growth, and Gujarat's long-term future."

Implementation approach

The partnership framework emphasizes responsible AI adoption alongside skills development. According to the parties, the goal is to ensure AI deployment in Gujarat is broader in reach, more locally governed, and capable of delivering measurable outcomes for citizens, businesses, and institutions.

Automation Anywhere specializes in what it terms Agentic Process Automation, positioning its platform for IT leaders, developers, and business leaders across finance, customer service, IT, and human resources functions.

Details of the partnership were first reported in a joint announcement from Automation Anywhere and the Government of Gujarat.
