Princeton University economist Markus Brunnermeier presented scenarios at the Kansas City Fed's annual symposium on August 31, 2026, where AI-powered trading systems could fundamentally reshape how central banks operate and communicate with markets.

The asymmetric understanding problem

Brunnermeier's core concern centers on what he calls "asymmetric understanding" — AI systems becoming so sophisticated at processing information that they can predict central bank decisions before policymakers themselves finalize those choices. This capability would enable AI agents to devise trading strategies that circumvent regulatory actions and profit from advance knowledge.

When deployed at scale, these AI systems could "easily outmaneuver financial authorities and remake how financial markets behave," Brunnermeier argued in his paper. The result: markets that become "less informative and more erratic" rather than more efficient.

Dystopian scenarios for monetary policy

The economist outlined several potential futures that would upend current central banking practice:

  • The Federal Reserve holding two separate press conferences — one for human traders and another for AI systems — to prevent machines from monopolizing policy response advantages
  • Central bankers deliberately speaking in unclear terms and acting unpredictably to prevent AI gaming
  • Policymakers forced into direct credit market intervention and expanded balance sheets to counter AI-driven manipulation

These scenarios would reverse decades of evolution toward clearer central bank communication, a shift widely credited with reducing market volatility and improving efficiency.

"Transparency has to be rethought as predictability arms the opponent in the financial dominance game and invites 'moves' that trap the public authorities," Brunnermeier wrote. "Hence, there is a case for more opacity."

The presentation marks a significant shift in how central bankers are thinking about AI's impact on their core functions. While previous discussions focused on AI's effects on labor markets and productivity, Brunnermeier's framework addresses direct threats to monetary policy transmission and financial stability. Measured response from policymakers

Boston Fed President Susan Collins acknowledged the paper's value in framing AI risks but indicated central bankers remain focused on nearer-term implications. "Papers like that one that help frame stark alternatives can facilitate a robust conversation," Collins said in an interview.

Fed Chairman Kevin Warsh, who has adopted a notably franker communication style, struck a more optimistic tone in his Friday keynote, focusing on AI's potential to drive productivity gains. Other symposium papers took more practical approaches, examining how stablecoins and distributed-ledger technologies might affect central banking operations.

Brunnermeier acknowledged AI's positive potential for improved risk management and oversight but emphasized that "the best way to lock in the upside and avoid the downside" requires confronting potential dangers directly.
