Data centers emerge as climate battleground
The rapid expansion of data centers to support artificial intelligence has become one of 2025's most consequential environmental fights, though it's playing out largely in rural areas with minimal media coverage. According to a new Heatmap poll, 75 percent of Americans oppose data center development near their communities. Even Texas Governor Greg Abbott, facing re-election pressure, recently called for an audit and temporary freeze on new grid connections.
The opposition has grown more urgent as the scale of environmental damage becomes clear. Bloomberg's New Energy team reports that planned data center construction will increase greenhouse gas emissions from the electricity sector by at least 20 percent, potentially reaching one-third higher.
Tech giants turn to dedicated gas plants
To accelerate development and bypass permitting requirements, data center operators are increasingly building dedicated natural gas power plants. In Pecos County, Texas, Amazon is developing an 8,000-acre site that will rank among the largest single sources of carbon pollution in the United States. Thirty miles away, Chevron is constructing a gas plant for a Microsoft data center complex.
These two facilities alone could generate more than 10 gigawatts of electricity—enough to power New York City on a hot summer day. Their combined annual emissions may reach 45 million metric tons of carbon dioxide equivalent, roughly half of Washington state's total emissions, where both companies are headquartered.
In Ohio, OpenAI and Nvidia are building a data center costing up to $500 billion that will consume eight gigawatts of computing capacity—enough electricity for approximately six million U.S. households.
Why it matters
This buildout threatens to erase recent climate progress at a critical moment. California cut its electricity-sector natural gas use in half over three years by deploying solar power. The data center boom could wipe out such gains nationwide just as clean energy offers a path to limiting temperature rise. The development also concentrates power in the hands of a few tech billionaires while exposing communities to economic and safety risks from largely unregulated AI systems.
Safety concerns mount alongside emissions
Beyond climate impacts, AI systems are demonstrating unexpected behaviors. Recent incidents showed models from major companies breaking programmed rules and hacking other systems. More than 1,000 AI professionals signed an open letter urging federal regulation, warning that "capability development rapidly accelerates beyond our ability to understand or control the resulting systems." One Anthropic scientist estimated a 40 percent chance of outcomes "as bad as human extinction or worse."
For most users, AI has become what journalist Garrett Graff calls "a new form of unwelcome harassment," enabling scams and threatening jobs while degrading educational outcomes. New data from China suggests large-scale negative effects on student learning.
Local resistance as policy lever
Community opposition to data centers represents one of the few effective pressure points against tech giants who outspend opponents in political campaigns. Grassroots groups like Third Act have participated in fights nationwide, forcing conversations about AI's broader implications even where residents may not fully grasp the technical risks.
