China's AI Advantage Lies in Manufacturing, Not Superintelligence

National security experts warn of Chinese AI dominance, but the real competition is economic—and America's contradictory policies aren't helping.

As Chinese AI companies release models that rival Silicon Valley's offerings at lower prices, American national security researchers are sounding alarms about existential threats. Yet the framing of this competition as a winner-takes-all technological arms race may obscure what's actually at stake.

National security experts have painted dramatic scenarios: AI systems that could design impenetrable missile defenses, manufacture endless drone armies, or even create "engineered humans" similar to Marvel's Captain America, according to Rama Elluru of the Special Competitive Studies Project, a think tank founded by former Google CEO Eric Schmidt. A 2024 AI white paper even suggested Chinese models could develop bioweapons targeting specific ethnic groups.

These warnings assume AI will soon achieve superintelligence—systems smart enough to recursively improve themselves and give whichever nation controls them an insurmountable lead. But this remains pure speculation.

Why it matters

The U.S.-China AI competition is frequently portrayed as a race to build superintelligent systems that could deliver decisive military advantage. This framing drives policy decisions and shapes billions in investment. But the real contest may be economic rather than military—and it's one where China's manufacturing prowess and infrastructure investments give it significant advantages that hypothetical future AI capabilities cannot match.

The Military Threat Doesn't Add Up

Several practical issues undermine the superintelligence scenario. Software alone cannot win wars—the Pentagon reportedly uses AI for target selection in Iran, yet America isn't winning that conflict. Even if AI cracked codes for super soldiers or perfect missile defense, translating those ideas into physical reality would take years of development and manufacturing.

"It strains credibility that six months of advantage in AI could be the difference between the U.S. winning and losing a war with any adversary," R. David Edelman, an AI policy researcher at MIT and former Obama National Security Council member, noted.

Meanwhile, the White House has sent contradictory signals, revising export policies to allow advanced AI chip sales to China while simultaneously restricting U.S. agencies' use of cutting-edge models from companies like Anthropic.

China's Real Advantage: The Physical World

China's strength in AI stems not from the technology itself but from decades as a manufacturing powerhouse. The country produces 90 percent of crucial solar panel components and nearly 90 percent of humanoid robots sold globally. Chinese AI models from companies including DeepSeek, Moonshot AI, and Alibaba are nearly as capable as American offerings but far cheaper—making them more economical for businesses worldwide.

"The more important race in China may be the race to diffuse AI into the real economy," Grace Shao, an analyst covering AI and China, explained.

Through its Belt and Road Initiative, China has built highways, ports, power plants, and data centers across Asia, Africa, and Latin America. AI services are the logical next export. This creates what Daniel Remler, a senior fellow at the Center for a New American Security, calls a "technology sphere of influence" that could "congeal into political alignment" with Beijing.

Nations dependent on Chinese technology are more likely to support Chinese positions at the United Nations and in disputes like Taiwan. China already uses AI to enhance domestic surveillance; expanding data centers and AI agents abroad could extend that authoritarian reach.

A Familiar Playbook

The AI race rhetoric echoes Cold War fears. A 1958 report prepared for Henry Kissinger warned that allowing the USSR and Communist China to attain strategic superiority would ensure "subsequent events will be brutal." That same era saw the creation of DARPA and early AI research.

Today, Silicon Valley has weaponized China fears to shape regulation. In 2018, Mark Zuckerberg testified that restricting facial recognition innovation would mean losing to Chinese companies. Former national security officials have argued antitrust proposals targeting American tech firms risk "undermining America's key advantage vis-à-vis China."

Sarah Myers West, co-executive director of the AI Now Institute and former Federal Trade Commission senior adviser on AI, notes this framing has been "wielded deliberately as a way to head off any attempts at regulating the tech sector."

The dominance of an oversimplified U.S.-China AI race narrative, without clarity about objectives, distorts policy making and obscures that citizens—not military contractors or Silicon Valley investors—should be the ultimate beneficiaries of AI development.
