China is rapidly shifting its AI and data center infrastructure away from crowded eastern megacities to western regions like Inner Mongolia, where land is abundant and energy costs are lower. The city of Ulanqab, with fewer than 2 million residents and located roughly 217 miles northwest of Beijing, has emerged as an unlikely technological hub at the center of this transformation.

The relocation effort, officially known as "dongshu xisuan" or "Data in the East, Computing in the West," launched in 2022 and is already reshaping China's computing landscape. Construction workers in hard hats stream daily from data center sites on Ulanqab's eastern edge, evidence of the massive infrastructure buildout underway.

According to research published by BloombergNEF, more than half of China's data center project pipeline now sits in the north and northwest, including Inner Mongolia. By 2028, this region is projected to surpass Beijing, Shanghai, and other established urban centers to become the country's leading source of computing capacity.

Chinese AI companies DeepSeek and Z.AI Co. are among the pioneers constructing gigawatt-scale data centers in the area, racing to establish the infrastructure needed for AI development. These facilities represent some of the largest computing installations being built anywhere in the country.

The construction boom has transformed local economies in cities like Ulanqab. At one busy intersection near data center sites, hundreds of workers gather daily for meals from food stalls. One vendor reported serving plates of chicken, egg, and tofu skin for roughly $1.50 to the constant stream of construction workers, noting that activity "never stops."

BNEF analysts noted that lower-cost power, cooler climates, and greater land availability in northern regions are attracting developers, while power-intensive, less latency-sensitive workloads migrate from established demand centers. The region is becoming "the main growth pole for new development, despite having a much smaller operating fleet" compared to eastern cities.
