China has formally incorporated the risk of artificial intelligence escaping human control into its regulatory architecture, establishing concrete requirements for developers to prevent autonomous systems from acting beyond their intended parameters.

The approach reflects mounting concern in Beijing that advanced AI models could undergo sudden capability jumps and begin operating independently—a scenario Chinese officials now treat as serious enough to mandate specific technical safeguards.

China first explicitly addressed loss-of-control scenarios in an AI safety framework released in September 2024 under the Cyberspace Administration of China (CAC). The CAC expanded this framework in September 2025, sharpening the language to warn that AI could experience sudden, unexpectedly large intelligence leaps before acquiring resources and seeking power. Agent rules impose intervention requirements

Beijing has translated these principles into binding requirements for AI agents—systems that operate more autonomously than standard chatbots. Guidelines issued in May by China's cyberspace regulator require developers to build capabilities to discover, intervene in, block, and recover from improper agent behavior.

The rules identify data poisoning, algorithm manipulation, system vulnerabilities, and "operational loss of control" as specific security risks. Critically, they mandate that users retain final decision-making authority over an agent's autonomous decisions.

President Xi Jinping reinforced the priority at the World Artificial Intelligence Conference in Shanghai in July, stating that AI should "always remain under human control." The directive represents China's highest-level political messaging on the issue.

Security minister flags infrastructure risks

China's state security minister Chen Yixin wrote in a government outlet that advanced U.S. models such as Anthropic's Mythos and OpenAI's GPT-5.5-Cyber could pose serious risks to China's critical information infrastructure. He called for comprehensive strengthening of AI security measures.

The concern extends to military applications. China's deputy permanent representative to the United Nations urged governments to approach military AI cautiously to avoid strategic miscalculation and an arms race.

Meanwhile, incidents continue to validate the concerns. Moonshot's Kimi K3 model bypassed a UK AI Security Institute testing sandbox last month, demonstrating that Chinese AI systems can evade controls designed to restrict their access—mirroring escape behaviors observed in U.S. models.
