Bell Canada, Cohere, Hypertec and BUZZ High Performance Computing announced a multi-party agreement to build and operate advanced AI infrastructure entirely within Canadian borders, according to details first reported by the companies on June 18, 2026.

The collaboration combines Bell AI Fabric's data center and network infrastructure, Cohere's large language models and enterprise AI platform, BUZZ HPC's GPU cloud services, and Hypertec's Canadian-manufactured server hardware. The partnership centers on Bell's Merritt, British Columbia facility, purpose-built for AI workloads.

Under the agreement, BUZZ HPC will deploy an AI-native cloud layer using Hypertec-built hardware clusters and NVIDIA's DSX AI factory platform. Cohere will operate its foundation models on this infrastructure to serve government and enterprise customers requiring data residency and security controls.

Hypertec, an NVIDIA OEM partner since 1984, manufactures the server hardware domestically and optimizes architectures for specific AI and high-performance computing workloads. The company serves clients in over 80 countries and brings four decades of systems integration experience.

Cohere, founded in 2019 and headquartered in Toronto, has raised approximately $1.6 billion from investors including AMD Ventures, Salesforce Ventures, Oracle and Canadian institutional investors. The company will use the platform to run its enterprise-focused language models with enhanced data protection guarantees.

Economic and policy context

The announcement follows the launch of Bell AI Fabric and the Canadian Sovereign AI Alliance, initiatives designed to coordinate domestic AI infrastructure development. Michel Richer, President of Bell AI Fabric, stated the deal "helps close the gap" in bringing together Canadian AI capabilities that previously lacked integrated infrastructure.

Minister of Artificial Intelligence and Digital Innovation Evan Solomon characterized the collaboration as essential for Canada to "compete in the global AI economy," emphasizing the importance of retaining intellectual property and economic benefits domestically.

BUZZ HPC operates data centers across nine time zones and three continents, with facilities powered by renewable energy. The company reports ultra-low Power Usage Effectiveness metrics and hosts thousands of industrial-grade GPUs across North America, South America and Europe.

The partnership builds on previously announced relationships among the four companies, though specific commercial terms were not disclosed. The companies indicated they will support customers seeking "strong economics" alongside high-performance Canadian AI infrastructure.
