Australia and India eye AI infrastructure partnership

Surplus data center capacity meets surging demand, but the relationship lacks formal machinery to execute.

Australia is building data center infrastructure faster than it can consume, while India's artificial intelligence expansion demands computing power it cannot build quickly enough—creating an opportunity both nations have yet to fully exploit.

According to analysis first reported by the Lowy Institute, Australia's National AI Plan positions the country as the Indo-Pacific's hub for trusted digital infrastructure, backed by more than A$100 billion in forecast data center investment and abundant renewable energy. Meanwhile, Indian businesses are adopting AI at some of the highest global rates, with demand outpacing domestic infrastructure capacity.

The geographic distance matters less than it might appear. Training large AI models is a workload where physical location becomes immaterial, making Australia's surplus capacity a viable solution for India's compute shortage.

The competitive landscape

Other nations are already moving to capture India's AI infrastructure business. India and the United Arab Emirates reached an agreement in May 2026 for a computing cluster involving G42 and the Centre for Development of Advanced Computing, though this represented a single transaction without an underlying framework.

Japan has taken a more structured approach. A week before Indian Prime Minister Narendra Modi visited Melbourne in July 2026, India and Japan issued a joint statement on AI following their first AI Strategic Dialogue in April. That dialogue explicitly covers data centers, compute infrastructure, and semiconductors—precisely the agenda Australia and India have not yet formalized.

Australia offers distinct advantages: surplus land, renewable energy resources, and a data center sector currently drawing only 2% of national electricity. Australian energy ministers agreed in 2026 that new data centers must fund additional renewable generation to cover their consumption, creating opportunities for long-term contracted demand from Indian partners.

Regulatory alignment and early opportunities

Both countries favor guidelines over binding AI legislation. India declined a standalone AI law in favor of governance guidelines published in November 2025, while Australia modified its proposed mandatory guardrails when releasing its National AI Plan. Each now operates an AI safety institute that tests and advises without regulatory powers.

The most immediate collaborative opportunity would cost relatively little. AI models are evaluated predominantly in English, meaning models that perform well in English can fail badly in Hindi, Tamil, or Bengali without standard test suites detecting the problem. India has 22 official languages and a government deploying AI across public services in all of them. Australia has a new AI safety institute and a seat in the international network of such institutes. Shared benchmarks for multilingual and Indic-language models would benefit both governments, yet no commercial developer has strong incentive to fund them.

Why it matters

The India-Australia relationship has spent a decade resolving difficult legacy issues like nuclear cooperation. As AI becomes one of the most defining technologies of the next decade, establishing formal mechanisms now would position both countries to capitalize on natural complementarities. Unlike U.S. policy on AI component exports—which has reversed course multiple times since 2025—Australia offers India a more predictable partner for long-term infrastructure planning.

What's missing

The July 2026 meeting between Modi and Australian Prime Minister Anthony Albanese launched the Australia-India Partnership on Cyber, Critical Technologies and Supply Chains, organized across five pillars. AI appears as one of five technologies within one pillar—a structure that forces it to compete for resources and ministerial attention with numerous other priorities.

Japan's approach demonstrates the alternative: a dedicated AI Strategic Dialogue with its own calendar and officials tasked specifically with producing results. An annual India-Australia AI dialogue, carved out from the broader critical technology pillar, would supply the missing machinery to pursue language benchmarks initially and negotiate compute access arrangements over time.
