Airports Shift From Robots to Data Integration as Core Strategy

New research shows the industry's $14.8 billion IT spend is hampered by fragmented systems that prevent technologies from working together.

The Real Airport Revolution Isn't Visible

While Japan Airlines tests humanoid robots at Tokyo Haneda Airport to address labor shortages, a more fundamental transformation is reshaping aviation infrastructure. Airports are evolving into connected operating systems where artificial intelligence, biometrics, sensors, and real-time data coordinate decisions across passenger journeys and physical operations—but only when those systems can actually communicate.

The gap between technological ambition and operational reality is widening, according to new research from CAPA - Centre for Aviation. Despite airports spending $14.8 billion on IT in 2025—equivalent to 7.3% of revenue and up 6.4% year-over-year—fragmented data remains the primary barrier to extracting value from that investment. SITA data shows 89% of airports identify data-driven decision-making as a strategic priority, yet 49% of airlines cite data integration and consistency as their main obstacle to achieving it.

Why It Matters

The competitive advantage in aviation infrastructure is shifting from physical capacity to digital coordination. An airport that improves effective terminal capacity by just 2% through better data integration could handle the equivalent of one million additional passenger movements without new construction—a crucial capability as labor shortages intensify and sustainability pressures mount.

Integration Trumps Innovation

The airport ecosystem functions as a "system of systems" connecting airlines, ground handlers, security agencies, retailers, and transport networks. An airport can deploy automated baggage handling, biometric gates, and sophisticated passenger-flow software yet still operate inefficiently if those systems cannot exchange information.

The technology adoption landscape reveals stark disparities. While 53% of airports now apply AI to aircraft turnaround—up from 36% in 2024—only 8% report full robotics deployment despite 42% being in rollout phases. Among airports surveyed by McKinsey, 25% reported no general AI adoption while another 25% reported full deployment, illustrating the market's extreme unevenness.

Biometrics Face Institutional Barriers

Biometric border control is live at 54% of airports and expected to reach 83% by 2028, according to SITA. IATA's One ID program, involving over 50 airlines, 40 airports, and 25 government entities, aims to establish interoperable digital identity systems. Passenger acceptance is high—IATA's 2025 survey found 50% of travelers had used biometrics during airport journeys, with 85% satisfaction rates.

The challenge isn't technological or consumer-facing. Seamless biometric journeys require airlines, airports, governments, and technology providers to align on standards, responsibility, privacy, and data exchange—a coordination problem that has already caused implementation difficulties with the European Union's Entry/Exit System.

Cybersecurity Becomes Operational Priority

As airports become more interconnected, cybersecurity has evolved from an IT concern to an operational survival issue. Some 71% of airports rank it as their top IT focus, and 64% use AI in cybersecurity to identify anomalies—up from 51% in 2024. Every new connection creates another attack surface, and corrupting the information airports depend on for decisions could disrupt operations without directly targeting physical systems.

The Path Forward

The most valuable airport technologies over the next five years won't be the most photogenic. Digital twins, predictive analytics, automated decision support, and real-time operational coordination will deliver greater returns than headline-grabbing robots. Singapore Changi uses digital-twin technology to simulate passenger movement and optimize terminal operations, while London Heathrow employs building information modeling for asset lifecycle management.

Airport technology procurement is shifting from buying individual applications toward building interoperable operating environments. The winners will be organizations capable of making technology work across institutional boundaries—not those with the biggest budgets.
